Duke Vincentio charges Angelo to enforce the laws of Vienna and stays to observe the proceedings disguised as a friar. When Claudio is sentenced to death, his sister Isabella pleads for his life. Angelo is so moved by her beauty that he promises Claudio's release if she will yield herself to him.
